Pay your bill
OVMWC’s 279 members (property lot owners) receive bills twice a year in July and January even for unbuilt lots. Owners of multiple lots have one membership per lot and therefore receive one bill per lot.
Bills are sent to each member’s email address on OVMWC’s records, or by postal mail when the member has not provided an email address. There is a $20 fee for sending a bill by postal mail.

Online payments can be done using a bank account, debit card or credit card, all without incurring payment service fees.
Understanding your bill
The annual budget, billing rates and assessments for the fiscal year 2026-2027 were adopted by the OVMWC’s board of directors on June 30, 2026.
Each semiannual bill (July and January) includes base and usage service fees calculated so the total collected from all members equals half the company’s annual operating budget.

Base Fee
Half of the fixed annual fee of $720 charged equally to all lots.
Water Usage Fee
Fee based on water usage for the previous 12 months (July 1 to June 30 for the July semiannual bill; January 1 to December 31 for the January semiannual bill). The rate per gallon varies by usage: the first tier is charged at $0.0143 per gallon for usage of up to 120,000 gallons during the previous 12 months divided by two; the second tier is $0.0286 per gallon for usage in excess of 120,000 gallons during the previous 12 months divided by two. Capital accounts (operating and capital reserves)
Each semiannual bill includes half of the property’s annual contribution to the company’s funds to pay for both planned and unplanned operating and capital expenses. Prorated equally among all lots.
USDA Loan
Each semiannual bill includes half of the property’s contribution to the annual payments and reserves for the 40-year loans from the U.S. Department of Agriculture that have funded OVMWC’s water system infrastructure replacement. Prorated equally among all lots.
Other Fees, Assessments & Penalties
- Special assessments. Assessments to cover unplanned or emergency expenses.
- Late payment fee. Payment not received in full within 30 days of bill date is due and delinquent and subject to an immediate late-payment fee of $95, and an additional $125 fee for every additional 30 days or portion thereof of delinquency.
- Paper billing: $20 per bill or account statement.
- Non-sufficient funds fee (bounced check): $75.
- Service shut-off & reconnection fee: $950.
- Fee to shut off at lot’s water meter due to issues within a home: Time and materials billed to OVMWC by its contractors.
- Fee to transfer and establish water service upon sale of property: $850. Includes installation of a mobile water meter.
- Permitting fee: $750. Includes installation of a mobile water meter.
