Pay Your Bill
OVMWC’s 280 members (property lot owners) receive bills twice a year in July and January even for unbuilt lots. Owners of multiple lots have one membership per lot and therefore receive one bill per lot. More about memberships here.
Bills are sent to each member’s email address on OVMWC’s records, or by postal mail when the member has not provided an email address. There is a $20 fee for sending a bill by postal mail.

Online payments can be done using a bank account, debit card or credit card, all without incurring payment service fees.
Understanding Your Bill
As adopted by OVMWC’s board of directors on July 10, 2023, each semiannual bill (July and January) for the fiscal year 2023-2024 includes the following line items:
The base and usage fee shown below are calculated so the total collected from all members equals half the company’s annual operating budget. That is, there is no allowance for profit. For this reason, the fees may change for the January bill if it is estimated that actual expenses for the full year will exceed the budget.

Base Fee

Water Usage Fee
Fee based on usage for the previous 12 months (July 1 to June 30 for the July semiannual bill; January 1 to December 31 for the January semiannual bill). The rate per gallon varies by usage: the first tier is charged at $0.01 per gallon for usage of up to 100,000 gallons during the previous 12 months divided by two; the second tier is $0.02 per gallon for usage in excess of 100,000 gallons during the previous 12 months divided by two.
Capital Improvement Reserve Fund
Capital improvement reserve fund. Covers half of the lot’s annual contribution to OVMWC’s capital improvement’s reserve fund to pay for both planned and unplanned capital expenses such as pipe maintenance and equipment replacement. Prorated equally among all lots.
USDA Loan
Covers half the annual payments and reserves for the two 40-year loans from the U.S. Department of Agriculture that have funded OVMWC’s water system infrastructure replacement. Prorated equally among all lots.
Other Fees, Assessments & Penalties
- Payment in full is due 30 days from bill date. Payment not received in full within 30 days of bill date is due and delinquent and subject to an immediate late-payment fee of $35, and an additional $35 fee for every additional 30 days or portion thereof of delinquency.
- Paper billing: $20 per bill or account statement (to start on January 2023).
- Non-sufficient funds fee (bounced check): $35.
- Service shut-off & reconnection fee: $750.
- Fee to shut off at lot’s water meter due to issues within a home: Time and materials billed to SVMWC by its contractors.
- Fee to transfer and establish water service upon sale of property: $700. Includes installation of a wireless water meter.
- Permitting fee: $500. Includes installation of a wireless water meter.
